Down Payment Assistance Application

Program Summary:

The Lucas County Community Housing Improvement Program (CHIP) is a competitively awarded grant provided to eligible communities to assist low and moderate-income residents with housing improvements.

The Community Housing Improvement Program is administered by Walden Wilson, Lucas County Housing Specialist. The Community Housing Improvement Program includes a variety of activities to assist low and moderate-income households with housing affordability and repairs.

Activities:

1. Private Owner Rehabilitation
The purpose of this is to assist three owner occupied houses and provide full rehabilitation services to bring the houses up to state residential standards. This includes appropriate lead-based paint assessment/abatement assistance will be in the form of 0% deferred loans.

2. Home Repair
The purpose of this activity is to assist two owner occupied houses to address one or two health or safety concerns in the house (e.g. plumbing, electrical, heating, roof) Assistance is in the form of grants.

3. Down payment assistance/ Rehabilitation
The purpose of this is to assist two homebuyers for down-payment/closing costs and rehabilitation of the unit to bring the houses up to state residential rehabilitation standards.

As a secondary outcome, to provide pre-purchase counseling and post-purchase counseling (for up to five years from the time of the loan closing) for the two homebuyers. The counseling is required by OHCP and will take place prior to closing on the home. Pre-purchase counseling will cover such topics as resolution of credit issues, reviewing documents/statements necessary to complete the mortgage application process, establishing and maintaining a monthly budget, and a fair housing component. Post-purchase counseling activities include money management issues and home maintenance education, such as simple repair courses.

4. Tenant-Based Rental Assistance
This will provide eligible clients with rental payments to remain in a home or apartment. These funds will assist the local housing authority in alleviating homelessness within the community by building on the existing programs available through the housing authority.

5. Habitat for Humanity
Habitat for Humanity assists in the construction of two new houses within the County (excluding the cities of Oregon & Toledo).

Areas not covered under the CHIP Program:
Residents living in the cities of Toledo and Oregon are not eligible for assistance from this program. The cities of Toledo and Oregon receive separate CHIP program funding which will be used for residents living in those cities. Interested homeowners should contact city representatives to check on the availability of their CHIP funds for assistance.

Income Limits:

Following is a chart of the current income limits to be eligible for the Lucas County CHIP program based on the number of people living in the household at the time of application.

According to the activity guidelines, the money must be spent to correct Code Violations and to meet rehabilitation standards ONLY. An experienced and qualified contractor or builder in each particular job classification must complete all work. All work must pass inspection in accordance with the building and housing codes. An activity inspector will review all work prior to release of funds to the contractor. The homeowner must also review and approve of all work performed prior to the release of funds.
