Lucas County: Ohio Works First
Individuals receiving cash assistance and or food stamps may be eligible
for many services that will help them build skills, prepare and search for
employment. The following is a short description of the services available:
Employment Preparation:
Careers – is a class designed to assist adults in achieving
employment, by offering market driven skills training, resume writing,
techniques of utilizing work experience, and education. Instructors also
inform individuals of services accessible within the community. Individuals
should be job ready, as they will be referred to a job placement provider
following the completion of a Careers class.

Job Placement
- offers a series of sequential community contracted job
placement services that include one.) Employability assessment and job
readiness activities; 2) Unpaid work experience opportunities that have
the possibility of resulting in paid employment; 3) Job placement services
that include job development, interviewing skills development and job search
assistance; and 4) Employment Retention Services that include job coaching
and employment related case management.
Work Experience Program (WEP) - Ensures that participants become
familiar with workplace expectations and exhibit work behavior and attitudes
necessary to compete successfully in the labor market. WEP means the
individuals work without pay at a job site in a public, private-non-profit or
private-for -profit organization in order to gain work experience and training.
Employment Opportunities
Subsidized Employment Program (SEP)- is an excellent opportunity for
Lucas County Department of Job & Family Services and the employers of Lucas
County to train and build a strong workforce. Individuals must be on cash
assistance and have no identifiable barriers to prevent them from accepting
employment. Individuals with a High School Diploma/ GED and have an
established work history within last 6 months are considered “work ready”
and may be referred to this program by the case management staff.
Individuals must have reliable transportation or ability to use public
transportation to get to and from work. Childcare must be arranged prior
to beginning SEP program.
The SEP employer is given a paid subsidy for each month of the SEP
placement (not to exceed six months). An advantage to Employers is that
they can hire and train the subsidized employee at a reduced cost. The
advantage for the community is subsidized employees becomes independent
of Public Assistance because they will receive regular wages directly
from the employer along with on the job training. The SEP Programs’
ultimate goal is for the client to move from subsidized employment
status to permanent, unsubsidized employment.
